Viranomainen voi luovuttaa teknisten rajapintojen avulla tietoja muulle kuin toiselle viranomaiselle, jos tiedot saavalla toimijalla on erikseen laissa säädetty tiedonsaantioikeus ja oikeus käsitellä näitä tietoja. Tekninen rajapinta voidaan avata 22 §:ssä säädettyjen edellytysten täyttyessä siten kuin mainitussa pykälässä säädetään. Tiedot luovuttavan viranomaisen on tarvittaessa varmistettava, että tietoja saava toimija noudattaa tietojen käsittelyssä tässä laissa säädettyjä velvollisuuksia.
